You might see it as a higher and same-side version of 531, with a lot of pause in it.

For Chocfest one year, Luke Burrage made some changes, and offered a prize for describing it:

The '7' is now a high Cross-arm Reverse toss, the '4' is an Under-arm toss with a Reach-over catch.

The oddly hesitant timing suggested a machine to Michael Karas, see his Mike's Machine variation.
