Lift bounce means to lift the toss before it drops to bounce:

How much lift you give it, is up to you -- it is going across more, the higher it goes,
and that may be good or bad for your learning or for a particular pattern.
All you really want, when starting bounce, is more time between bounces than with Force Bounce.

Many site-swap patterns call for a high lift for a high-value toss, mostly to establish a timing for the pattern.
The time a ball is in the air allows other balls room for their bounce part of a pattern.
